If you had to humanely "take out" people who are in a crashing helicopter, who are about to die, the best way you would do so with lazars would be to "hit them with economic sanctions", ie, do not just aim the laser at the head but also the stomach. I do not claim to have any special knowledge on this topic, only what is indicated to me through hints. This information should be verified.
That little plate gesture. I'm not sure exactly what it means but it seems to indicate an apportionment, a ration, a uterus, etc.
